China Investment Corporation (CIC), the soveign wealth fund, is in talks to buy the European headquarters of Citigroup (C.N), Britain's third-tallest building, the Mail on Sunday newspaper reported. The paper, without citing sources, said CIC might bid over 1 billion pounds ($1.6 billion) for the 42-storey tower in London's Canary Wharf financial district, which it said is being sold by entrepreneurs Glenn Maud and Derek Quinlan.
