A plan to temporarily nationalise Tokyo Electric Power , the operator of the stricken nuclear plant, has been floated within the Japanese government, the Yomiuri newspaper said on Tuesday. The government would take a majority stake and help manage the utility, the paper said citing unidentified government sources. Tokyo Electric is struggling to control its nucler power plant in Fukushima after it was damaged by the massive earthquake and tsunami on March 11.
