A plan to temporarily nationalise Tokyo Electric Power , the operator of the stricken nuclear plant, has been floated within the Japanese government, the Yomiuri newspaper said on Tuesday. The government would take a majority stake, help manage it and help it pay compensation for damage caused by the nuclear power plant, the paper said citing unidentified government sources. Tokyo Electric is struggling to control its nuclear power plant in Fukushima after it was damaged by a massive earthquake and tsunami on March 11, which led to the evacuation of residents including farmers in the surrounding areas.
